Abstract:
Costs for both solar PV and onshore wind power are expected to decrease through innovation and learning effects. This report quantifies costs and societal effects for the years 2015, 2020 and 2023, using a social cost-effectiveness analysis (CEA). In determining the effects a wide definition of prosperity has been used; not only financial costs for the developer of the park have been considered, but also broader social effects such as nuisance for neighbors and employees, ecology, tourism, employment and external security. Monetarisation has been applied for making the impacts comparable. Result of the analysis is that the (monetised) costs of solar PV up to 2023 amount to more than a factor of two higher than the cost of onshore wind power. The above-mentioned broader social effects have been addressed only qualitatively.
