Abstract:
On behalf of Novem, a study has been carried out by ECN Policy Studiesof the Energy research Centre of the Netherlands (ECN) to calculate the potential energy and CO2 reduction effects of implementing polities under research in the EBIT 2001 programme. The goal of the Novem program Energy Savings in Transport (EBIT) is to reach energy savings, reduction in CO2 emissions and reduction in transport demand by a more sustainable fulfilment of transport and mobility demand. EBIT investigates new policy directions and instruments.

Nine possible polities of the EBIT programme are evaluated. First, the size of the transport flow relevant for the policy is determined. Secondly, the potential effect of the policy on this transport flow is estimated. Finally, the effect is translated into energy consumption and C02-emissions.

The total potential effect of polities studied in the EBIT 2001 programme is 131 PJ (corrected for overlap) and 12 Mton CO2. This constitutes about one third of the estimated energy consumption and emissions of the sector in 2010. About 50% of the EBIT effect is related to innovative transport systems such as good transport by pipelines ('metro' for goods) and hybrid or fuels cell vehicles. Both options wil1 not be penetrated in the Netherlands in 2010 on a large scale. Furthermore, the influence of Dutch policy on these options is rather small.

Policy options, which could result in 1 Mton COZ reduction (each), are in the field of:

  • social and recreational traffic,
  • passenger traffic management on a regional scale (VPL-R),
  • the bundling of good transportation tlows by choice of the location of industrial and trade activities,
  • energy saving in transport as a new aspect in long term agreements (MJA?s) with trade and industry,
  • the use of information and communication technology (ICT) for the reduction of mobility (working at home) and more efficient transportation (fleet and traffic management).
