Abstract:
For the province of Noord-Brabant, the ambitions as stated in its ‘Masterplan Energie 2010-2020’ were quantified and analysed. First questions were what the global energy transition in the coming decades will look like, and how the Masterplan’s spearheads fit in these developments. The speadheads appear to fit well in the foreseen developments, and consist of an appropriate balance between short-term options for deployment and long-term options that also provide opportunities for the strengthening of a competitive industry. Secondly, the implications of the Dutch national targets for renewables and energy efficiency in 2020 were translated to the province level, and the possible contributions of the different spearheads towards them were quantified. Meeting the renewables and efficiency targets will require major efforts, also from the province, particularly in the field of energy efficiency. In this respect, the built environment is a sector with significant potential, but also with considerable barriers. Thirdly, possible focal areas for the innovative spearheads were explored. In the field of PV, these seem to be production installations, materials and components, and system integration, in which areas the province can support the translation process from fundamental knowledge to market applications. In electric vehicles, the automotive cluster and grid infrastructure are possible focal areas. Finally, the cost effectiveness of some policy instruments in the spearheads was estimated. This mainly depends on the degree to which national measures already compensate for the financial gap that exists between many of the proposed technologies and their conventional competitors. Besides this, the province can also play an essential role given their legal responsibilities (in e.g. spatial planning) and in terms of coordination.
