Abstract:
The aim of this study is to support the European Commission (DG Energy) in the impact assessment concerning the new energy market design initiative, in particular with regard to different policy options on setting transmission tariffs and spending congestion revenues in EU Member States. The study consists of two parts. The objective of the first part about transmission tariffs is to detail and where possible quantify different policy options to overcome potential distortions of competition between technologies and market integration of Member States by different network charging regimes. The objective of the second part is to present a factual summary and assessment of the current situation on the spending of congestion income revenues across the EU.
