Over 170 measures to reduce the emissions of greenhouse gases, substances
regulated under the EU National Emission Ceilings directive and particulate
matter are described for the years 2010 and 2020. The descriptions of
these measures are made available on the internet. This report has the
function of a background report to these fact sheets.
This report describes the background scenario and the emissions levels
in 2010 and 2020, which are the starting points for the emission reduction
measures. Each of the aspects in the fact sheets, like the emission
reduction potential, cost aspects and the (public) support for the meas-ures,
are explained. Furthermore, the optimization model is described with
which sets of reduc-tion measures can be put together. These sets of
emission reduction measures are cost-minimized solutions for specific
emission reduction targets or emission levies, for one or more of the
compounds studied. Examples of emission reduction analyses are shown
and the maxi-mum attainable emission reduction with the described measures
is reported.
