Abstract:
ECN supported the Dutch ministry of internal affairs with the development of new voluntary agreements on energy efficiency with utility companies and other organizations active in the built environment. During the process, which started in September 2011, ECN wrote different memos to clarify in the main aspects which are included in the voluntary agreement text. These notes from the basis for this report, which gives an overview of the main choices made during the development of the voluntary agreements.
