Abstract:
This report presents an inventory of possibilities to enhance energy savings in the Dutch industry, addressing both technical options and policies to stimulate implementation of such options. In order to arrive at suitable possibilities for policies, this report offers an overview of barriers that impede implementation of energy saving measures. It discerns six cases which largely determine the types of policies that may contribute. The cases correspond with different situations with regard to the ambition level, the energy intensity of the respective industrial activities and the international situation with regard to targets and policies. The report concludes with examples of policy packages. These illustrate the considerations that come into view when implementing policy instruments.
