Abstract:
This report provides the results from a dedicated analysis of climate policy induced greenhouse gas emission reductions resulting from energy e?ciency improvements. To this end, a model-based approach has been applied using the global energy system model TIAM-ECN for a multiple scenario analysis in which three carbon tax scenarios are assessed against a business as usual scenario. A general ?nding is that there exist energy e?ciency measures, in particular in the energy demand sectors where fuel costs are higher than in the supply sector, which allow for net cost savings as a result of fuel savings and thus reduced fuel expenditures, even in the absence of carbon tax policy. If climate policy is introduced via carbon taxes ranging from 40 to 100 $ per tonne of CO2e in 2030, and kept at these levels afterwards, energy e?ciency measures are responsible for 15 to 25 % of the total global greenhouse gas emission reductions until 2050.
