Abstract:
The Dutch Environmental Protection Act (Wet milieubeheer) says that for each building within the commercial and industrial sectors, with a yearly gas consumption above 25,000 cubic meters and/or electricity consumption above 50,000 kWh, it is mandatory to implement energy saving activities that have a payback period of less than 5 years’ time. The intention of the Dutch government is to improve the enforcement of this law in cooperation with relevant trade associations. A ‘roll-out’ of the act towards a first and second batch of identified building types has started. ECN has been asked by the Ministry of Infrastructure to calculate which part of the total energy consumption and savings potential within the industrial and commercial sectors are covered by the first and second batch. In addition, ECN has identified the largest remaining energy savings potentials, in terms of building types and economic sectors, which could be targeted in a third batch.
