Abstract:
Energy policy is facing some major challenges. Industrial countries are increasingly dependent on imports of oil and gas, and global warming becomes more and more likely. In order to address these challenges, a sustainable energy system needs to be developed. This document contains an outline of such a sustainable energy situation for Europe in the year 2050. Research institutes ECN and NRG present such a vision because it may guide energy research, and inspire both businesses and governments. The authors draw a consistent development path, leading to 60% lower CO2 emissions in Europe (in comparison to 1990) and a significantly reduced level of oil and gas imports. In 2050 the energy system will not be completely sustainable. For nuclear energy, carbon capture and storage, and biomass, additional sustainability conditions are formulated for their credible use in a sustainable energy system. If these resources comply with these conditions, the overall picture will meet realistic criteria of sustainability. Additionally, continued energy conservation and further development of renewables should be pursued after 2050. In the vision for 2050, much weight has been given to new technologies, new resources and new energy infrastructure; in addition to these, new ways of decision making and new patterns of behaviour are essential. With respect to technological development, leading for instance to cost effective solar cells, the deployment of second generation biofuels and reliable carbon capture and storage, realistic judgements have been made as to the timing of their commercialisation. The technology policy required to bring about such technological developments is briefly outlined.
