Abstract:
In assignment of the foundation Vrije Horizon that support local municipalities, ECN has performed a quick scan on the cost of wind offshore. The report answers questions on the cost differences between wind offshore locations near the Dutch coast (Hollandse Kust, approximately 20 km off the coast) and wind offshore locations at IJmuiden-Ver, approximately 60-80 km off the coast.
The windfarms - including net connections but excluding external cost for society - are more costly at IJmuiden-Ver than at Hollandse Kust. Provided that the wind developments of 2100 MW at IJmuiden-Ver are tendered together in one tender process, the cost difference might be reduced by 0,3 to 0,6 billion euro net present value.
This study is performed as quick scan based on expert judgement from the author and as such insufficient to make policy recommendations.
