Abstract:
This report assesses the energy efficiency targets for the Netherlands resulting from the recent European proposal to recast the Energy Efficiency Directive (EED). It focuses on the targets for energy savings (Article 7) and energy consumption (Article 3) towards 2030. It assesses the direct costs related to meeting the targets from a societal perspective, taking into account possible different levels of policy intensity. A higher policy intensity can reduce the overall costs to society by unlocking more cost-effective potential, but is more difficult to pass politically and will generally have more negative consequences for stakeholders.
