Abstract:
This paper evaluates the market and environmental performance of all-electric and plug-in hybrid vehicles. We briefly discuss the technical state of the art and current activities of various market actors. Next, we show how electric vehicles compare to their (obvious) competitors, particularly hydrogen fuel cell vehicles and improved ICE vehicles. Furthermore, based on market penetration scenarios for the Dutch road transport sector, we show the impact of a large scale shift towards electric vehicles on CO2 emissions, local air quality, and costs. A well-to-wheel assessment of climate benefits shows that the method of electricity generation is the predominant factor determining CO2 emissions. Finally, we discuss which policy instruments are suited for stimulating electric vehicles.
