Abstract:
The Energy research Centre of the Netherlands, ECN, has prepared a policy brief on resource efficiency. The policy brief highlights the ongoing Resource-Efficient Europe (REE) flagship initiative and how this initiative can be embraced by the member states, zooming in on the Netherlands. A key component of the REE is the design of indicators, notably a suitable lead indicator. The brief argues that a suitable lead indicator is to be used for a range of applications such as monitoring and benchmarking. It would preferably be a composite indicator compiled from a limited number of single indicators which jointly cover the most important aspects of resource efficiency. Also, indicators would need to be chosen on which the required statistical information is readily available and up-to-date at EU and member state levels.
