Abstract:
Supporting regional authorities in balanced decision making
The CO2MPARE model supports regional authorities in making balanced decisions for their investment portfolio under their regional development programme. Climate goals require that investments across he EU are channeled towards low-carbon development. Carbon impacts of investments should therefore be considered in decisions on regional development programmes.
Assessing carbon impact of regional development programmes
The CO2MPARE model informs regional authorities on the CO2 emission impacts that investments in various programme themes, and elements thereof, can have. Knowing which investments lead to additional emissions or emission reduction, and what the overall impact of a programme is, is the first step towards investment decisions that have decarbonisation co-benefits.
CO2MPARE assesses the combined carbon impact of all activities that take place under a programme, and provides insights into the relative contributions of the different themes. It allows comparison of investment scenarios to support informed decisions. The model is primarily aimed at regional Operational Programmes financed under the European Regional Development Fund (ERDF).
