Abstract:
This report discusses some major conceptual and methodological issuesconcerning cost assessments of mitigation options in the energy sector
of non-Annex I countries, based on an evaluation of a previous joint
ECN-AED-SEI study on the potential and cost of such options (Van der
Linden et al, 1999). In addition to reviewing and updating the cost
curves and other major findings of this bottom-up study, the present
report provides
- a conceptual framework for analysing the costs of mitigation options
- a discussion of the major methodological issues involved in constructing
and applying abatement cost curves by means of a bottom-up approach
- a comparison of different methodological approaches - i.e. 'bottom-up',
'top-down' and 'intermediate'- to assess the cost effects of the Kyoto
Protocol
