Abstract:
This paper has been presented on the seminar on the Energy Dialoguebetween EU and the associated countries in Central and Eastern Europe, held on 8 April 1997 in Brussels. The main purpose of the seminar was to prepare for the upcoming Structured Dialogue 'Convergence of Energy Policies', which took place during the Energy Council meeting of 27 May 1997. The preparatory seminar was initiated by the Ministry of Economic Affairs (EZ) of the Netherlands, which holded the Presidency of the European Union during the first half of the year 1997. EZ requested the Netherlands Energy Research Foundation (ECN) to prepare discussion material for the two themes of the seminar, viz. a paper on energy conservation and a paper on external dimensions of Trans-European Networks, both in relation to convergence of energy policies between EU and the associated Central and Eastern European Countries (CEEC). The discussion material is organised in two papers, which are based on the findings of various energy projects among which the PHARE Multi-Country project 'Convergence of Energy Policies'. In this paper you will find a presentation and discussion of the theme 'External Dimension of Trans European Networks (TEN) as well as the main recommendations that were agreed upon during the seminar. It should be noted that the paper and the main recommendations express the views of the authors and do not necessarily reflect the opinion of the Government of the Netherlands. 9 refs.
